Viviendas públicas en Alcobendas: Construcción y promociones

The mayor, Rocío García Alcántara (PP), stated that the stimulation of public housing construction in Alcobendas is «the main objective of the municipal government team to ensure access to a decent home for families in Alcobendas. Therefore, we have been working to invest in solutions that meet the growing demand for affordable housing. In this regard, there are several promotions and measures already in place to promote the construction of over 800 public houses in the current term.

The first promotion of the current municipal government
The year 2025 starts with the announcement of the draw for the 39 income-protected houses being built on Avenida de España, 8. This will take place on Thursday, February 20th at 6:00 p.m., at the City Auditorium in Alcobendas. Further information can be obtained from the local council.
The completion of the works is scheduled for spring 2025, with keys handed over in the summer.
It should be noted that the works for this promotion were halted by the initial winning company without explicit authorization from the municipal housing company in Alcobendas (Emvialsa) in 2023. At that time, when the works were 15% complete, the mayor, Rocío García Alcántara (PP), and the Emvialsa president expressed their commitment to resolve the situation caused by the initial winner. Fulfilling this commitment, the works resumed after a contract worth 5,387,150 euros was awarded to construct Rubau SA.

Houses with one, two, and three bedrooms
The mayor and urban planning councilor, Jesús Montero, reviewed the significant progress of this promotion, consisting of four one-bedroom houses, 23 two-bedroom houses, and 12 three-bedroom houses, with two floors adapted for people with reduced mobility.
The building has 42 parking spaces spread across two basements and storage rooms. The houses are delivered with a fitted kitchen, pre-installed air conditioning, an insulated exterior facade, radiant floor heating, and electric vehicle charging points.
The building, with high energy efficiency, very low emissions, and very low consumption, has an energy rating of A.

Acmidable in the northern district
In October of last year, the foundation stone was laid for 36 accommodations on Dr. Ángel Olivares Street, 7 years old, in the northern district of Alcobendas. This is one of the five housing developments planned for the current term. With these accommodation spaces, «we will meet the needs of different people: adults, young people, or families from disadvantaged groups or with special needs, providing, for a period, a home with everything they need until they have the necessary autonomy or a more stable situation.
This promotion consists of two blocks, one with 24 accommodations with two bedrooms and another with nine one-bedroom accommodations and three three-bedroom accommodations, all with storage rooms and garage spaces.

41 houses on Marqués de Valdavia Street
In addition to the accommodations on Dr. Ingel Olivares Street, a promotion of 41 houses is being added on Marqués Street in Valdavia, 47 years old, which is currently in the final stages of the project and will start construction in mid-2025.

8,600 houses in «Los Carriles-Valgrande»
After being stalled for four years, this construction project of 8,600 houses, more than half of which will be income-protected, is progressing with the final approval of the repair, the start of the urbanization project, and the historic agreement signed with the Canal de Isabel II to ensure water distribution.

The City Council and the Community of Madrid promote public housing in Alcobendas
The collaboration between the Alcobendas Municipal Council and the Community of Madrid reflects the commitment of both institutions to seek efficient solutions to address one of the main needs of citizens: access to affordable housing, promoting the construction of public housing. In this regard, two significant initiatives have been recently implemented.
On one hand, the plenary session of the Municipal Council recently approved the transfer of two municipal plots to the Community of Madrid for the construction of 700 low-cost rental houses, within the «Live Young Solution.» These are plot D2, located on Avenida Camilo José Cela, 28 years old, in the northern district, and EG7, on Olympic Avenue, 6, in the Urbanization District, whose properties were transferred through the legal figure of subjective mutation request. The houses will have rents ranging from 400 to 1,000 euros, depending on the features and number of rooms.
On the other hand, the Municipal Council will apply Law 3/2024 of the Community of Madrid, allowing the transformation of offices into residential land for protected rental housing. The City Council has identified 17 suitable plots for this change: 10 in the Arroyo Business Park; Three in the Casablanca area; two in the Painters area; One on Cantabria Street and another in the Los Peñotes area.

Assistance from the Community of Madrid
The Community of Madrid offers various aids to facilitate both the purchase and rental of houses.
– My first house: a program aimed at individuals under 40 and large and single-parent families looking to acquire their first home. It provides access to mortgage loans with financing that can exceed 80% of the property value.
– 2024 Rental Assistance: aimed at individuals with limited incomes and young people under 35. It covers up to 50% of the monthly rental amount, with a limit of 900 euros per month for houses and 450 euros for rooms.

– Young Rent Bonus: a 250 euros per month aid aimed at individuals aged 18 to 35 with an annual income three times higher than the IPREM.
– Rental Plan: connecting a range of available housing with housing applicants for rent. In addition, the new actions of the rental plan allow access to rental in shared homes. It offers services to both landlords and tenants, including personalized advice, default insurance for one year, free legal assistance, arbitration clause…
Alcobendas, through its municipal company Emvialsa, is attached to this rental plan of the Community of Madrid as a collaboration office, so that landlords and tenants have an intermediation service in lease contract management and insurance surety, in addition to connecting a range of available housing with applicants for rent and providing rental insurance to the landlord. It also avoids trips to the capital because, until now, stakeholders had to go to the central office.
– Tax Incentives: in 2025, the Community of Madrid will implement new tax reductions to facilitate access to housing. These measures include assistance for young people moving to rural municipalities and tax bonuses for landlords who place vacant rental properties. Additionally, the deduction for renting ordinary housing will be extended to 40.
