The delegate of Housing Policies and president of the Municipal Housing and Land Company (EMVS Madrid), Álvaro González, highlighted the achievements of the Green Office of the City Council since it was launched in December 2021, during his visit to its facilities this morning on the occasion of the third anniversary of its establishment.

The Green Office provides information on the environmental benefits (due to the reduction of polluting gases), health benefits, energy bill savings, and property value enhancement. It also serves as an important showcase to learn about all public subsidies for rehabilitation and regeneration, such as municipal grants from the Rehabilita, Transforma tu barrio, and Adapta plans, subsidies from the Community of Madrid, etc.

González expressed satisfaction because "the Green Office has fulfilled its initial objectives of informing, raising awareness, and facilitating access to aid for energy rehabilitation" and emphasized that "thanks to its work and programs like Rehabilita Madrid, more than 15,700 tons of CO₂ emissions per year have been reduced and over 66 million kWh have been saved in the residential sector." The Housing Policies delegate emphasized that the Green Office "has served as a support platform for neighbors, property communities, professional associations, and sector companies, contributing to the advancement of energy transition in the residential sector."

Since its inception, the office has received 5,579 inquiries from both individuals and companies. The main topic on which citizens have requested more information or advice has been rehabilitation aid, with 4,539 inquiries, of which 80% were related to energy efficiency works. Additionally, citizens have sought advice or information on topics related to regulations, technical rehabilitation measures, or energy savings.

Primarily, individual citizens (2,688) have made these inquiries, followed by representatives of property communities (1,615). The Green Office has addressed most of these inquiries by phone (2,296 calls) and through walk-in visits without prior appointment (1,924 visits). By districts, the advice has been directed to citizens, especially from Fuencarral-El Pardo, with 124 inquiries; Ciudad Lineal, with 99, and Moratalaz, with 76. Additionally, during the first five months of 2022, a Mobile Green Office service toured the city’s 21 districts and assisted over 1,300 people.

Furthermore, the Green Office has participated in 65 technical workshops, international fairs such as SIMA, REBUILD, or GENERA, and its website (www.emvs.es/OficinaVerde) receives over 6,000 monthly visits. This pioneering office also engages in municipal and European projects like Cities 2030, Circular Economy Expert Panel (ODEC), or Madrid 360 Solar.

Background

In 2021, the office began its activities with the collaboration of three associations: ANESE (National Association of Energy Service Companies), ANERR (National Association of Rehabilitation and Refurbishment Companies), and ANDIMAT (National Association of Insulating Materials Manufacturers). A year later, to expand collaboration with sector entities, in November 2022, the participation of other interested associations was approved. At that time, 17 entities joined, including energy and rehabilitation sector associations, professional colleges, and technological platforms, representing around 5,000 companies.

With the opening of a new adherence period, 13 new entities joined in October 2023, representing over 5,700 companies, along with significant colleges in the construction and energy sectors such as the Official College of Architects of Madrid or the Official College of Technical Engineers and Degrees in Mines and Energy of Madrid, who joined the previously adhered colleges: Property Administrators, Industrial Engineers, Technical Industrial Engineers, and Surveyors’ College.

Currently, 34 entities (28 associations and six professional colleges) are part of the collaboration agreement, representing over 10,700 companies in total. /
