The Madrid City Council submits to public information the project of replotting the Scheduled Urbanizable Land Sector with detailed planning 03.01 Development of the East-Valdecarros. With this action, a new boost is given to the largest development area of the city, increasing the land area to meet the demand for housing, especially social housing, offices, shops, and industry, as well as to generate new economic opportunities.
The objective of the replotting project of this land, located in the district of Villa de Vallecas, is to carry out all the operations of transfer, equal distribution, and transformation of the legal reality of the lands included in this sector, adapting the lands to the new uses foreseen in the planning: residential use for collective housing, tertiary for offices, industrial, and public facilities of green areas, equipment, and road network.
The replotting project of Valdecarros, which affects an area of 19,279,795 m2 of land, is the largest in the city. New plots adapted to the planning are created, with 729,000 m2 of traditional industry, 969,000 m2 of industrial park, 694,000 m2 of offices, and 461,000 m2 of tertiary uses being built.
This public information process will allow progress in the management and execution of this area for the construction of more than 51,655 homes, of which 55% will be subject to some form of public protection. Around 16,800 homes will be at a capped price, and 11,600 will be social housing. Of the latter, the City Council will receive a significant package of heritage land, making possible the promotion of around 8,300 protected homes and 2,100 free homes.
Development in eight stages
The Development of the East-Valdecarros will be carried out in eight urbanization stages. The first three phases, whose urbanization is underway, cover an area of 1,609,000 m2 for about 13,370 homes (6,443 protected and 6,927 free). The City Council will receive land for approximately 531 free homes, 544 VPPB homes, and 1,244 VPPL homes in these first three stages.
The execution of the first phase is already well advanced, with the urbanization expected to allow building development by 2026. The second stage has an execution percentage of 27%, and the third stage of 21%.
3.5 million m2 of land for the Madrid City Council
Public administrations obtain with this replotting project of the Development of the East-Valdecarros an area of 12,335,759 m2 destined for public facilities, of which more than 3,585,601 m2 are green areas. The Madrid City Council obtains more than 3.5 million m2, of which a total area of 1,125,761 m2 will be dedicated to local public equipment and services and 2,330,150 m2 of surface will be allocated to equipment and services of a general nature.
Valdecarros, located in the district of Villa de Vallecas, is one of the five development areas in the southeast of Madrid along with El Cañaveral, Los Ahijones, Los Berrocales, and Los Cerros. All of them cover the territory of the southeastern metropolitan crown, which extends from the Andalucía highway to the border with the municipalities of Coslada and San Fernando, between the M-40 and M-50 motorways. /
