After the completion of the public information period, the City Council of Madrid’s Governing Board has today approved the final project to amend the organic regulations of the City’s Social Council, to permanently incorporate a new housing technical committee. As explained by the Deputy Mayor and spokesperson for the municipal government team, Inma Sanz, this change is in response to the need to address housing policies as a specific and cross-cutting area, separating them from the urban planning technical committee where they were previously discussed.

With this approval, the process of amending the Social Council’s regulations will continue its regular course and will be brought to the next City Council Plenary for its final vote, following the presentation of possible amendments by municipal groups.

The Social Council Plenary unanimously proposed on February 21, 2024, a modification to its organic regulations to allow for the inclusion of a new Housing Technical Committee, recognizing that topics related to this matter have an impact that goes beyond the urban planning scope.

With this reform, the City Council strengthens its commitment to housing policies, a strategic priority in the 2023-2027 mandate, which already has a specific government area since June 2023.

Furthermore, the new Social Council regulations include other key improvements:

  • Formalization of the economy technical committee, established in 2021, now permanently included in the regulations alongside the existing four committees of urban planning, environment and mobility, innovation, and social services.
  • Improved organizational flexibility, as technical committees can adapt to changes in the City Council’s structure through a simple majority agreement at the Plenary, without the need to amend the regulations again.
  • Inclusion of the head of the Housing Policies Area in the Social Council Plenary, reinforcing attention to this area.

Thanks to this amendment to the regulations and the inclusion of the new housing committee, the City’s Social Council will consolidate as a key space for the participation of economic, social, and neighborhood stakeholders, enhancing its capacity to guide public policies and address the challenges of Madrid. /
