The City Council of Madrid, through the Department of Urban Planning, Environment, and Mobility, led by Borja Carabante, has initiated the procedures to convene two public tenders for the sale of 17 municipal parcels currently used for industrial and tertiary purposes, four of which have the possibility of being allocated for residential use. This represents an alternative use, under the provisions established by Law 3/2024 of June 28, on urban planning measures for the promotion of protected housing in the Community of Madrid, which must be allocated, in this case, to one of the modalities of protected housing for rent in the Community of Madrid.
The sale will be conducted through 16 lots of municipal land in eight districts: Vicálvaro (with the sale of six parcels), Villaverde (four), Ciudad Lineal (one), Usera (one), Carabanchel (one), Villa de Vallecas (two), Moncloa-Aravaca (one), and Hortaleza (one).
The procedures for both tenders have been initiated by the delegate’s decrees. One of the tenders will offer four lots of parcels that are currently used for tertiary-office purposes and can, under the mentioned legislation, be used to accommodate one of the modalities of protected housing for rent.
This tender involves a total of 14,517 square meters of surface area and a maximum buildability of 44,561 m^2. The parcels are located in Hortaleza, in the designated APE 16.II.RP Ciudad Aeroportuaria-Parque de Valdebebas (with 10,186 m^2 of surface area and 34,635 m^2 of buildability); in Moncloa-Aravaca, in the APE 09.16 km 9 of the A-6 (with 2,500 m^2 of surface area and 2,875 m^2 of buildability); in Villaverde, in the APR 17.11 Boetticher (with 1,080 m^2 of surface area and 3,576 m^2 of buildability), and in Villa de Vallecas, in the UZP 1.03 Ensanche de Vallecas (with 750 m^2 of surface area and 3,474 m^2 of buildability). These areas could accommodate 450 new homes.
The other tender includes 12 lots of parcels designated for economic activities (industrial or tertiary, as appropriate). There are 36,676 m^2 of land and 43,866 m^2 of buildability available exclusively for the implementation of economic activities.
This public offering includes the UZI 0.10 Ensanche de Carabanchel (with 1,132 m^2 of parcel surface and 2,777 m^2 of buildability); the API 12.02 Oeste de San Fermín, in Usera (with 1,254 m^2 of parcel surface and 1,955 m^2 of buildability); the API 15.12 of Avenida Daroca-Barrio Bilbao, in Ciudad Lineal (with 800 m^2 of parcel surface and 1,602 m^2 of buildability); the UZP 1.06 Polígono El Gato, in Villaverde (with 2,505 m^2 of parcel surface and 2,181 m^2 of buildability); the UZP 1.05 of Polígono El Gato (with 6,678 m^2 of parcel surface and 5,812 m^2 of buildability); the UZP 1.05 Villaverde-Barrio de Butarque (with 1,574 m^2 of parcel surface and 4,115 m^2 of buildability); the API 19.04 Polígono Vicálvaro (with 3,044 m^2 of parcel surface and 6,088 m^2 of buildability); the UZP 1.02 Vicálvaro-La Catalana (with 3,637 m^2 of parcel surface and 5,131 m^2 of buildability); two parcels of the APR 16.04 La Dehesa, in Vicálvaro (one with 6,074 m^2 of parcel surface and 5,503 m^2 of buildability and another with 4,588 m^2 of parcel surface and 4,157 m^2 of buildability), and finally, two parcels in the APR 19.03 Cerro Almodóvar, in Vicálvaro (one with 2,066 m^2 of parcel surface and 1,743 m^2 of buildability, and another with 3,321 m^2 of parcel surface and 2,801 m^2 of buildability).
Overall, the City Council is offering a total of 51,193 m^2 of parcel surface and 88,427 m^2 of buildability.
Criteria for evaluation in this tender include awarding up to 70 points for proposals that exceed the bidding price, which will be determined based on the approved valuation of the parcels. An offer of payment in shorter installments than required will also be considered.
Regarding building proposals, up to 30 points will be awarded for aspects related to energy efficiency in buildings, promotion of green mobility, use of clean and low-energy consumption energies, and improvement of the urban environment.
