El Plan Regenera en Moratalaz: más vegetación y espacio para el peatón

The delegate of Housing Policies and president of the Municipal Housing and Land Company (EMVS Madrid), Álvaro González, accompanied by the councilor of Moratalaz, Nacho Pezuela, has visited the urban regeneration works that the Regenera Madrid Plan is carrying out in this district with an investment exceeding one million euros (1,103,222 euros).

This intervention is taking place in two distinct areas of the E-I-Z polygon of Moratalaz, around Pico de los Artilleros street, covering a total area of 4,589 m2. It includes zone 1, further south, for parking and children’s play area, where 505,000 euros will be allocated for its reorganization, and zone 2, interblock spaces to the north of the area, with an investment of 598,000 euros. González has stated that «the renewal of degraded spaces plays a fundamental role in housing policies to provide quality to the environment in which residents live and enjoy, thus improving their quality of life.»

Reorganization of parking area and children’s play area

To discourage car entry, a distribution prioritizing pedestrians will be generated, surrounding parking spaces and ventilation structures with vegetation to create more attractive areas for pedestrians. The number of parking spaces will be maintained, and one of them will be made accessible.

A new children’s play area, relaxation area, and pedestrian circulation area will be created to overcome current slopes with a single platform with a gradient of less than 5%, eliminating existing architectural barriers. In addition, children’s play equipment and relaxation areas will be designed in an accessible and integrated layout with vegetation that provides shade for a comfortable climate for users.

The delegate of Housing Policies emphasized that «this plan redefines the model of a healthy neighborhood based on three principles: cohesive and inclusive neighborhoods, accessible and safe, as well as green and sustainable.»

Accessible and renaturalized interblock spaces

The issue of accessibility in the area will be addressed by creating paths with gradients of less than 5% between different levels. To provide a more direct and quick passage, the majority of current stairs’ locations will be preserved, reconstructed according to current regulations, and the land will be contained with gabion walls.

To create attractive spaces for the neighborhood, relaxation areas surrounded by shrubs will be formed around the main pathway, and a slide will be added to provide a playful element for children to enhance their walk.

The actions will focus on increasing green areas and tree coverage in both zones, as well as the diversity of shrubs, aromatic plants, and grasses. The project will also improve the existing drainage system by incorporating sustainable urban drainage elements such as draining trenches to mitigate the ‘heat island’ effect, increase humidity, and reduce peak flow, optimizing sewer infrastructure.

The Regenera Madrid Plan

Through the Regenera Madrid Plan, the City Council will intervene in the city built before 1985 and covering an area of over 85 km², benefiting 75% of the population, approximately 2.6 million inhabitants.

The work will commence in 14 districts -Moratalaz, Villaverde, Villa de Vallecas, Puente de Vallecas, Fuencarral-El Pardo, Latina, Carabanchel, Usera, Ciudad Lineal, Hortaleza, Vicálvaro, San Blas-Canillejas, Moncloa, and Tetuán-, focusing primarily on interblock spaces that represent over a third of residential areas. In subsequent phases, this plan will extend to the remaining districts until all 21 in the capital are covered. /
