The municipal Government Board has been informed today of the initiatives promoted in 23 plots integrated into the Municipal Land Heritage (PMS) in eight districts of the city to reactivate municipal plots currently unused for social initiatives for people with disabilities, elderly with cognitive impairment or patients in palliative care, as well as for the development of economic activities, the construction of protected rental housing, and the establishment of residential centers for seniors within the collaborative housing model or ‘senior cohousing.’
The deputy mayor and municipal spokesperson, Inma Sanz, has reported on these projects from the Urban Planning, Environment, and Mobility Area, whose delegate, Borja Carabante, informed the Government Board this morning. «These initiatives are part of a strategy to consolidate the PMS as a strategic factor to support the implementation of public policies related to various aspects of urban development and compliance with urban planning objectives,» explained Sanz at a subsequent press conference.
Projects for individuals in palliative care or with disabilities
There are three tenders carried out on a competitive basis, for demanial concessions, free of charge, on vacant municipal plots at the request of third parties for the construction and management of centers with a high social character, aimed at non-profit entities. These three tenders, which include the construction and management of future facilities, will enable the establishment of a center for individuals in palliative care or with cognitive impairment in Hortaleza; others for people with disabilities in San Blas-Canillejas; and a third dedicated to early intervention for children up to six years old with intellectual or developmental disabilities in Villaverde.
The tenders that will involve the transfer of these municipal plots have been carried out at the request of the Vía Norte Laguna Foundation (Hortaleza), the Numen Foundation (San Blas-Canillejas), and the Afandice Foundation (Villaverde). This is a procedure established in the Law of Heritage of the Public Administrations (Article 96) and the Regulations of Assets of Local Entities (Article 82).
For these same social purposes, although still in the processing phase, there is the transfer of a plot in Moratalaz for the construction of a special employment center, at the request of the Alas Foundation; a residential complex and classrooms for training programs for people with disabilities in Vicálvaro, proposed by the Prodis Foundation; an accessible sports facility in Villa de Vallecas, requested by the ONCE Foundation; and a plot in Hortaleza to the Archdiocese of Madrid. In 2024, the transfer of a plot to the Aladina Foundation in Hortaleza for the construction of the Aladina House, a non-hospital care center for sick children and their families, was awarded, as well as another to the Archdiocese of Madrid for the construction of a place of worship in Vicálvaro. Previously, the concession of a plot in San Blas-Canillejas to the Porque Viven Foundation was approved for the construction of a palliative care center for children.
Cohousing for seniors: 232 homes in Hortaleza, Ciudad Lineal, and Usera
The second of these initiatives is a demanial concession tender for three plots that will be converted into residential centers for collaborative housing for seniors or ‘senior cohousing.’ The contract, to be published this June, includes the construction and management of these homes. The demanial concession will be free for 75 years and is intended for non-profit entities. This is a joint initiative of the Urban Planning, Environment, and Mobility areas and the Social Policies, Family, and Equality area. The project aims to make municipal land available for the development of new residential models for autonomous aging based on the support and mutual care of its residents.
The three plots will total 232 collaborative homes, with one and two-bedroom units. The tender will be divided into three lots. Each of them includes the construction of a residential housing center and its management. They will be located in the districts of Hortaleza (4,300 m² of surface and 67 estimated homes), Ciudad Lineal (4,388 m² and 72 homes), and Usera (6,006 m² and 93 homes).
In order for the associative and cooperative fabric to be established and to organize the submission of applications around a viable and sustainable social project, the deadline for submitting offers will be eight months from the day following the publication of the tender notice in the Official Bulletin of the Community (BOCM). Collaborative housing for seniors is defined in Resolution 940/2022 of the Community as a model that «presents its own characteristics that set it apart from traditional residential systems, such as autonomous, transparent, democratic, and participatory management, and the promotion of internal solidarity with society,» whose development is oriented towards self-managed groups with the common goal of «aging with autonomy and dignity in a community environment, where, while preserving their privacy and their own life project, its members support and care for each other.»
Disposition of 17 plots for economic activities and housing
Finally, two tenders have been recently announced for the disposition of plots that are part of the Municipal Land Heritage so that they can be used for economic activities or, in one of the contracts, for the alternative use of protected housing, under a rental scheme.
The first of these two tenders consists of four lots with a bid price of 36.4 million. The plots are located in Hortaleza (34,635 m² of buildable area), Moncloa-Aravaca (2,875 m²), Villaverde (3,576 m²), and Villa de Vallecas (3,474 m²). The use of these four plots is for tertiary offices, and therefore, after the transfer by the City Council, they can be used for economic activities and also for alternative residential use in some of the modalities of protected housing for rent allowed by Law 3/2024, of June 28, on urban planning measures for the promotion of protected housing in the Community of Madrid.
The second of these contracts includes the disposition of 13 plots of the PMS in 12 lots for the development of economic activities. The combined bid price is 12.3 million. These lands are located in the districts of Carabanchel, Usera, Ciudad Lineal, Villaverde (three plots), Vicálvaro (six plots), and Villa de Vallecas. The buildable area in each of them ranges from 6,088 m² for the largest to 1,201 m² for the smallest.
Management balance of the PMS 2024-2025
In global terms regarding the management of the Municipal Land Heritage, since January 2024, procedures have been processed through competitive bidding for the disposition of 35 plots for lucrative use; the disposition of five proindivisos has been processed through direct allocation and two surplus plots through allocation. A procedure for disposition by public auction in Villa de Vallecas is currently being processed. Of the 576 files sent by EMVS Madrid related to the 18,000 Plan, a total of 156 have already been notarized – representing almost 3.6 million in revenue – and it is estimated that by December 2025, around 1,000 deed signings for the disposition of land quotas from the 18,000 Plan will be reached, with estimated revenues of 20 million. The City Council has also transferred four dotational plots for social, religious, and sports use, with another 13 currently in process.
In addition to this, the transfer of a total of 60 plots to EMVS Madrid for use in protected residential housing, with a total buildable area of 332,154.93 m², has been carried out. Also, in processing are the transfers of 30 plots to the Community of Madrid through agreements or demanial mutations for educational, healthcare, or senior residence use.
