The Torrejón de Ardoz City Council achieves 100%, the highest rating in transparency, and obtains the Infoparticipa Seal, placing it among the most transparent in Spain. This prestigious recognition, promoted by the Autonomous University of Barcelona, positions Torrejón among the most transparent city councils in Spain alongside a select group of cities that have also achieved this milestone.
Torrejón de Ardoz, July 2, 2025. The Torrejón City Council has obtained the highest transparency rating by incorporating a special page within the municipal website called the «Transparency Portal.» Torrejón de Ardoz is confirmed in the select group among cities that have achieved the Infoparticipa Seal for the fourth consecutive time, a certification that analyzes the transparency of public administrations and their official portals.
«It is an honor for us to receive this recognition, which represents the highest rating in transparency and the Infoparticipa Seal, as it rewards the effort to provide transparency in the daily municipal management to our neighbors. We always strive to go beyond what the regulations require, because transparency is an excellent tool to regain the trust that many citizens have lost in institutions. Therefore, it is a necessity and an obligation to work in that direction,» said the mayor.
As of today, only 7 cities in Spain have achieved 100% of the indicators, the maximum score in transparency, among all the major municipalities analyzed. Torrejón de Ardoz is part of this select group alongside Madrid, Las Rozas, Alcalá de Henares, Alcobendas, Barcelona, and Cartagena.
These good practices are evaluated through 52 indicators and are recorded in the Infoparticipa Map. The indicators, developed in the form of questions, allow us to know if the public entity provides access to 5 basic item groups: who the political representatives are, how collective resources are managed, how economic resources are managed, what information is provided about the municipality and the management of collective resources, and what tools are offered for citizen participation.
The Torrejón de Ardoz City Council has already been among the most transparent in Spain in this same ranking in the years 2021, 2022, and 2023. In addition, in the Municipal Transparency Index (ITA), both in its 2015 and 2017 editions, it also ranked high in transparency. This ranking was elaborated by another prestigious non-governmental organization, Transparency International Spain, which measured the level of transparency towards citizens and society of the 110 largest City Councils in the country.
The Infoparticipa study is promoted by the Autonomous University of Barcelona and since its creation has had the collaboration of researchers from the Universities of La Laguna, Málaga, Rey Juan Carlos, San Jorge, Santiago de Compostela, Vic, Polytechnic of Catalonia, Girona, and Castilla-La Mancha.
