The Madrid City Council, through the Municipal Housing and Land Company of Madrid (EMVS Madrid), has raffled and awarded 310 affordable rental housing units this morning. The rent for these units will never exceed 30% of the family’s income. These apartments are located in 13 out of the 21 districts of the capital, with most of them being newly constructed and belonging to two developments in Vicálvaro.
This raffle is the second one held in 2025, following the allocation of 269 affordable rental units to young Madrileños under 35 years of age with incomes below €41,370 gross annually in January. EMVS Madrid has raffled 1,669 units in this term, 71% of which are new constructions, and a total of 4,138 since the current government took office in 2019. Over 89% of these allocated units have been designated for young people and families with minor children to facilitate their independence.
Out of the 310 units, 65% (203) are in Vicálvaro, over 13% (41) in Puente de Vallecas, 6% (20) in Villa de Vallecas, and the rest in other districts of Madrid such as Villaverde (11 units), Usera (10), Carabanchel (7), Centro (5), Hortaleza (4), Barajas (4), Tetuán (2), Arganzuela (1), Fuencarral-El Pardo (1), and Latina (1).
Of the 203 units in Vicálvaro, 201 are part of two new developments built by EMVS Madrid in El Cañaveral, with an investment of €40 million. This brings the total number of developments in El Cañaveral to 13, with three completed, raffled, and awarded. Two more developments will be raffled in the second half of 2025, and the remaining six are in various stages of construction, expected to be completed by late 2025 or early 2026.
As with previous allocations, the raffle, held at the municipal company’s headquarters, was live-streamed on the EMVS Madrid website. All individuals validly registered in the Permanent Register of Housing Applicants before April 30 were eligible to participate. The results will be available on the municipal company’s website from tomorrow and later published on the Electronic Notice Board of the Madrid City Council.
Leaders in Public Housing
The Madrid City Council, through EMVS Madrid, boasts a portfolio of over 9,200 public housing units for Madrileños, making Madrid the leading city in Spain for affordable rental public housing according to the Housing and Land Observatory under the Ministry of Housing and Urban Agenda.
Additionally, the municipal company has nearly 6,200 housing units in various project and execution phases, with 1,734 units already underway in 22 developments. Another 2,200 rental units have started to be tendered through the Suma Vivienda Plan, which incorporates public-private collaboration models for residential development in Los Berrocales and Los Ahijones.
This significant level of new housing construction meant that EMVS Madrid was responsible for constructing three out of ten affordable rental units built nationwide last year, as per data from the Ministry of Transport and Sustainable Mobility. This solidifies EMVS Madrid’s position as the leading public housing developer in Spain.
