The Governing Board has today agreed on the creation of the Madrid City Council Contracting Portal, which emerges as a unique reference point in municipal contracting, increasing transparency and facilitating the monitoring of contractual activity in government areas, districts, autonomous bodies, and public sector municipal companies. It will also provide updated information on tenders, as reported by the Deputy Mayor and Municipal Spokesperson, Inma Sanz. Its publication and public access are scheduled to begin on Monday, June 23, at www.contratacion.madrid.es.

The measure implements what was outlined in the Regulation of the Contracts Registry of the Madrid City Council, approved by the Plenary on May 27, 2025, to ensure the registry advertising of contracts completed in the City Council and its public sector.

A portal with a commitment to transparency and citizen service

The new portal will be a dynamic space, user-friendly, and continuously updated, with several objectives in mind. Firstly, to overcome the information and active advertising deficits in municipal contracting due to the absence of a common repository and a single access point for companies, citizens, and managers. Secondly, it aims to reorganize the sources of information on contractual activity at the council level, focusing on data reliability and using the Contracts Registry as the main source of exploitation and reference, and the Public Sector Contracting Platform as a secondary source for tenders.

It also seeks to establish a comprehensive, clear, and stable view of contractual information to meet the demands of companies and citizens, while complying with transparency requirements of municipal and regional regulations. Finally, the portal aims to externalize and highlight the importance of contracting in the overall activity of the City Council as a driver of economic and social change and transformation in the city through high-impact public policies in certain sectors.

Complete content of tenders, plans, contract registry, and regulations

The space is divided into five sections accessible from the main menu: tenders, plans, contract registry, regulations, and information. The first section contains all the details of tender processes, including those in the submission phase, pending adjudication, withdrawal, or declared void, evolution of tenders, inquiries, and contracting profiles of the Madrid City Council and its institutional public sector, presented through a directory with respective links, as well as contracting boards.

Users will also have access to municipal contracting plans (MCP), contracting reservation plans (CRP), and information on contracts, including framework agreements, contractual incidents, and procedures for their completion, providing interactive access to the entries in the Madrid City Council Contracts Registry.

Citizens will also have access to the annual reports of the Madrid City Council Contracts Registry and its public sector, a link to the municipal regulations database, Cibelex, for consulting provisions on contracting; model specifications, instructions, and decrees, and all information related to minor contracts, participation of SMEs in municipal contracts, and contractual disputes resolved by the Administrative Tribunal for Public Contracting of the Community of Madrid.
