The Ayuntamiento de Madrid, through the Área de Obras y Equipamientos, will begin the works on Parque Ventas this Monday night, a urban transformation project that will create a new space of 16,370 m2 over the M-30, connecting the districts of Salamanca and Ciudad Lineal. The project aims to bridge an urban gap and enhance the quality of life for residents in the area. The works, divided into different phases and with an investment of 78.9 million euros, will continue until spring 2027.
The preparatory works will take place from this Monday until June 30, during which the right lane of the central trunk and the left lane of the service road will be closed only during nighttime.
The most significant traffic disruptions will occur mainly during July and August 2025, taking advantage of the reduced traffic intensity during the summer period to minimize the impact on mobility in the area. During this time, foundation works for the platform will affect the capacity of the M-30 roadway and urban redevelopment works on the streets of Alejandro González and Marqués de Mondéjar will be carried out.
Traffic disruptions due to urbanization works will also affect both the M-30 roadway and the surrounding streets. Real-time updates on traffic disruptions can be found on the Municipal Traffic Incidents Portal.
Traffic Disruptions on M-30 Roadway
The first phase of the works will start on Monday night and will continue throughout July and August. One lane of traffic in the northbound direction will be occupied, while the same number of lanes in the southbound direction will be maintained, with a slight reduction in lane width in both directions. The maximum speed on the M-30 in the construction zone will be limited to 50 km/h.
Traffic Disruptions due to Urbanization Works
From June 24 to the end of August 2025, works are planned on the streets of Marqués de Mondéjar, Alejandro González, and plaza de América Española, taking advantage of school holidays to minimize disruptions to Colegio Santa Susana. During this period, Marqués de Mondéjar street will be closed to traffic between plaza de América Española and calle de Bocángel, with traffic diverted alternately via Sancho Dávila, Demetrio Sánchez, and Bocángel streets. Additionally, one lane of traffic in plaza de América Española will be closed.
The bus stop-node 812 of EMT Madrid’s line 12 at plaza de América Española 1, heading towards Marqués de Zafra, will be temporarily relocated to calle de Sancho Dávila without affecting its regular route. Complete information on the stop relocation can be found on the EMT Madrid website.
The City Council’s plan is to eliminate all previous disruptions by January 2026, restoring the M-30 to its original configuration. From that point on, only partial nighttime closures will be carried out for beam installation, without affecting daytime traffic.
Planning to Minimize Disruptions
Parque Ventas will be located about 300 meters south of the Ventas bridge, a strategic choice to avoid the demolition of ramps connecting the M-30 to calle de Alcalá, which would have a significant impact on mobility and technical complexity. The chosen section south of the bridge contains Metro facilities and a Canal de Isabel II reservoir, making it unfeasible to connect the platform. Additionally, the chosen M-30 section runs in a trench below the city level on both sides, facilitating the works.
The project execution includes improvements over the initial basic plan to minimize disruptions to the M-30 during works. This includes fewer foundations, all located in tercianas and on M-30 margins, with a larger diameter to reduce occupation times. Prefabricated piles will be used for nighttime installation.
To minimize the impact on mobility, the City Council will implement a specific mobility plan with the deployment of Municipal Police and Mobility Agents to address traffic needs during project execution.
Transformative Project
Parque Ventas will connect both sides of the M-30 through eight footbridges and feature pedestrian, landscaped, and recreational areas with 960 new trees, over 48,800 shrubs, playgrounds, calisthenics elements, an outdoor performance area, a kiosk, fountains, benches, and trash cans. The new space will be illuminated with energy-efficient LED lighting.
The project not only involves creating the platform over the M-30 but also includes significant improvements on both sides, covering an additional 40,300 m2. The total project area will exceed 56,600 m2.
Improvements on the Salamanca District Side
At Parque Sancho Dávila, efforts will focus on minimal impact, mainly conditioning paths to integrate with footbridge access and repair areas affected by erosion, improving their surface. The Ramón de Aguinaga street, leading to the footbridge of the same name, will be enhanced as the main access to the new space from the southwest, transforming it into a single-platform road and creating new stairs connecting directly to the existing footbridge over the M-30.
In the northern part of Parque Sancho Dávila, existing playgrounds and dog areas will be remodeled, along with the renovation of Alejandro González street and plaza de América Española, connecting calle de Alcalá to the new space over the M-30. Alejandro González street will be restructured for smoother transit, and the eastern part of plaza de América Española will be pedestrianized.
A stretch of Marqués de Mondéjar street will also be revamped to improve school access for Santa Susana students, creating a "school street."
Improvements on the Ciudad Lineal District Side
On the Ciudad Lineal side, all unused spaces between residential blocks and the M-30 near Antonio Pirala street will be completely redesigned, reordering the park’s interior. The goal is to reclaim an underused area, connecting it to the city’s main nodes through the new M-30-covered space and enhancing transversal connections to the Ventas neighborhood.
A pedestrian promenade will gradually widen northward, featuring children’s play areas, sports facilities, and spaces for seniors. The currently traffic-dedicated area will merge with the pedestrian promenade, creating a single-platform coexistence road. The project also covers the area north of the Antonio Pirala park, connecting to calle de Alcalá, which will be transformed into a meeting space halfway between a park and a square.
