The Vice Mayor of Madrid and acting Mayor, Inma Sanz, accompanied by the delegate of Works and Facilities, Paloma García Romero, and the councilor of the district of Hortaleza, David Pérez, laid the foundation stone this morning for the new library that the City Council is going to build at 101 Silvano Street. The facility, which is expected to be completed in the second half of 2026, represents an investment of 7.2 million euros.
«This new library will serve thousands of residents in the district and is another step in the strong commitment of the municipal government of José Luis Martínez-Almeida to culture and quality public infrastructure,» Sanz emphasized.
The new facility, with a total built area of 3,194 m2 spread over three floors, will have a spacious lobby that, in addition to serving as a distributor for other services, will house the central counter, access to public restrooms, and a relaxation and vending area.
The facility will feature a periodical section, offering reading and consultation services for newspapers and magazines. Additionally, there will be a lending room, areas for children (including a baby area) and youth, workshop rooms, as well as reading and study rooms. The outdoor spaces will become a gathering place where activities to promote reading and temporary theaters can take place.
New Libraries and 73 New Facilities Built Since 2019
The new library will join the recently inaugurated one in the Butarque neighborhood of Villaverde (Francisco Umbral) and the other three being built by the Works and Facilities Area in Montecarmelo (Fuencarral-El Pardo), Ensanche de Vallecas (Villa de Vallecas), and Carabanchel. Furthermore, the future library in El Cañaveral (Vicálvaro) is currently in the bidding process.
With these new facilities, the City Council reaffirms its commitment to fulfilling the Madrid Capital 21 Equipment Plan, through which 73 new facilities have already been completed throughout the city, representing 76% of the 96 commitments made until 2027, with an investment of over 331 million euros. Additionally, 22 facilities are currently under construction.
Within the framework of the Madrid Capital 21 Equipment Plan, the district of Hortaleza has already received over 9.7 million euros in investments: four new facilities already in use (the Municipal Police station, the operational base of SAMUR-Civil Protection, the new gym at the municipal sports center in Hortaleza, and the climbing wall and soccer and basketball courts) and two more under construction (the Valdebebas Cultural Center and this new library). /
