Ampliada protección a víctimas del terrorismo por unanimidad

The Madrid Assembly approved a proposition presented by the PP on Thursday to expand protection and recognition for terrorism victims, with support from all parties. Specifically, the initiative, the first law approved by the Chamber in 2025, amends the Law 5/2018 for the Protection, Recognition, and Memory of Terrorism Victims. The changes include all types of aid outlined in national legislation, as well as extraordinary assistance. Indemnities will be granted to those previously recognized by the competent authority. The goal is to ensure all terrorism victims receiving state compensation also receive a 30% regional supplement.

The regional government confirmed that eleven government bills and six PP proposals have been approved this term. The law, passed through a PP-PSOE agreement, includes a Socialist amendment addressing heirs of incapacitated victims who died before the law’s enactment. It allows for compensation requests if the death was unrelated to the attack, and ongoing applications will be processed accordingly.

PP representative José Virgilio Menéndez emphasized the need for a fairer society for terrorism victims, aiming to expand rights for all recognized victims. PSOE’s José Luis García stressed the obligation for a comprehensive system to repair terrorism-related damages for victim and family protection. Vox’s Ana María Velasco criticized differences in victim laws and compensations among regions, advocating for national law modifications.

Más Madrid’s Hugo Martínez Abarca highlighted his party’s commitment to widen terrorism victims’ rights and memory, emphasizing unity against human rights violations and criminals without political bias. PSOE, PP, and Vox addressed concerns over unequal responses to similar cases, calling for national law adjustments for consistency among autonomous communities.
