Almeida destaca que el 89 % de las nuevas viviendas en alquiler asequible de EMVS Madrid se destinan a jóvenes y familias con menores

The 89% of the newly constructed homes awarded by the Municipal Housing and Land Company of Madrid (EMVS Madrid) have been allocated to individuals up to 35 years old and families with minors. This was highlighted by the Mayor of Madrid, José Luis Martínez-Almeida, after handing over the keys of their new affordable public rental homes to around thirty young residents of Madrid that EMVS Madrid has promoted in the eco-neighbourhood of Puente de Vallecas.

During this term, EMVS Madrid has drawn 1,669 homes, 1,185 of which are newly constructed, with almost nine out of ten being allocated to young people, thus significantly fulfilling the municipal government’s commitment to allocate at least half of the homes to these groups.

Almeida, accompanied by the Housing Policy delegate and president of EMVS Madrid, Álvaro González, and the councilor of Puente de Vallecas, Ángel Niño, recalled that this promotion was awarded in the draw of 269 one-bedroom homes for individuals under 35 held in January.

The mayor expressed his satisfaction in delivering the keys of Nuestra Señora de los Ángeles 14 (NSA 14) and reiterated the city’s commitment to the construction of new public affordable rental apartments that ensure “those who want to live in Madrid not only do so with the best amenities, but also in a home they can call their own.” He also pointed out that housing is “one of the main challenges for young people to become independent or for families to have a suitable home for their needs.” Therefore, these young recipients will pay around 500 euros per month for their new home, although the rent will never exceed 30% of their income. “The future of Madrid depends on the youth,” he affirmed, as they are the ones who “have to take the reins of this city.”

More than 29 million euros of municipal investment for these homes

NSA 14 has received a total investment of 32.52 million euros, of which 3 million come from the State Housing Plan 2018-2021, resulting from the agreement between the City of Madrid, the Ministry of Housing and Urban Agenda, and the Community of Madrid. The City of Madrid has allocated more than 90% of the remaining amount to this promotion, specifically 29.44 million euros.

In Nuestra Señora de los Ángeles 14, 205 homes have been built in two blocks, with 204 being one-bedroom units. Additionally, nine of them are adapted for individuals with reduced mobility. This promotion also includes 208 parking spaces associated with the apartments and a commercial space. Outside, in the common areas of the development, a green space and two covered areas have been designed to promote social life and neighborly coexistence among all these young tenants.

Efficient homes in the eco-neighbourhood of Puente de Vallecas

The homes in the NSA14 promotion are another example of efficient and sustainable housing in the eco-neighbourhood, as they have an A energy rating due to passive measures such as PVC carpentry, a facade with an external thermal insulation system (SATE), and an efficient air conditioning system.

Moreover, they feature central cooling and heating using radiant floor heating, while the production of hot water is done through solar energy generated by 30 solar panels, with the help of a subcentral heat exchanger and a chiller located on the roof. This centralized heating and water system offers numerous advantages over traditional centralized or individual building systems, allowing for more efficient management, greater energy savings, and a significant reduction in polluting emissions, resulting in a 50% decrease in the energy bill.

These homes also have an innovative pneumatic waste collection system that allows residents to deposit different types of waste in gates located in each building, from where, through air suction, they are transported to the central collection point. This pioneering system in the capital brings numerous environmental benefits, achieving a 43% reduction in CO2 emissions by eliminating the need for waste collection trucks or bins in communities and public streets.

The eco-neighbourhood of Puente de Vallecas is a benchmark in public housing and sustainability, aiming for integration between the urban environment and the environment.

Municipal commitment to housing

EMVS Madrid manages a portfolio of over 9,220 public homes for the residents of Madrid. Thanks to this effort, the city ranks first in public housing for affordable rental in Spain, according to the Housing and Land Observatory, under the Ministry of Housing and Urban Agenda.

Additionally, the municipal company has nearly 6,200 homes in various stages of planning and execution, with 2,000 already in progress in 25 developments. Another 2,200 rental units have started to be tendered through the Suma Vivienda Plan, which includes public-private partnership formulas for residential development in Los Berrocales and Los Ahijones.

This high level of new housing construction meant that last year, EMVS Madrid was responsible for building three out of every ten homes constructed in Spain for affordable rental without the option to purchase, according to data from the Ministry of Transport and Sustainable Mobility. All of this makes the municipal company the leading promoter of public housing in Spain.
