The Delegate for Social Policies, Family, and Equality, José Fernández, supervised today the preparations for the temporary emergency facility that the Madrid City Council will open next week to provide accommodation and social support to people who spend the night at Adolfo Suárez Madrid-Barajas Airport. As reported by the delegate, this resource, located at the Temporary Reception Center Pinar de San José, will be operational starting Monday, July 14th and will be coordinated by SAMUR Social.
Fernández emphasized that «the City Council is fulfilling its commitment» regarding people staying overnight at the airport, «providing a resource that can be accessed under the conditions we have set,» meaning through the City Council’s Street Teams or those registered in the city of Madrid with social services follow-up, «to provide social intervention for all individuals» with the goal of achieving independent living or referring them to the necessary resources.
The facility consists of 150 spots and will be available to individuals assisted by municipal Street Teams at the airport who have ties to the city of Madrid: meaning they are registered in the capital or have previous follow-up by the Street Teams, municipal social services, or SAMUR Social. As explained by Fernández, the professionals from the Street Teams and SAMUR Social will work closely to refer cases.
The Street Teams assisted 119 individuals at the airport during June, and in the first half of the year, they have helped 17 people access the centers and programs of the Municipal Network for Homeless People. Currently, they are actively monitoring around a hundred individuals at the airport who could be referred to the emergency center. However, both leaving the airport and receiving social support must be voluntary decisions by these individuals as established by Law 12/2022 on Social Services in the Community of Madrid.
Individualized Social Intervention
On July 3rd, the Governing Board approved a budget of 932,000 euros to launch this resource under an emergency contract. This investment will allow for the development, between July 14th and October 20th, 2025, of an individualized and personalized social intervention itinerary with each person, aiming to provide support for their transition to independent living or facilitate their access to the Municipal Network for Homeless People, specialized addiction treatment centers, elderly centers, mental health facilities, or other resources tailored to their profile and needs.
During this process, users will have their basic needs covered. Specifically, they will be provided with accommodation for overnight stays (from 8:00 pm to 9:00 am), with 20 of the 150 spots supplemented with day center services (24 hours); meals, including dinner and breakfast, and sandwiches for lunch, as well as access to hygiene facilities. Additionally, they can use laundry services, storage, and wardrobe facilities, and will have transportation cards to facilitate their travel to the center. /
